Draft one two-lane evidence record

Record one vendor and one exact study request without allowing administrative states to create scientific conclusions.

Keep two independent records

Administrative onboarding records whether a legal entity can be engaged, contracted, paid and handled under a buyer's controls. It may cover entity identity, tax, payment, insurance, agreements, security, privacy and operational contacts. Those records do not describe whether a particular site can perform a particular cell study.

Scientific-capability evidence belongs to one exact study request and version. It records declarations and linked evidence about the performing entity and site, biological material, measurement, procedure version, instruments, software, staff roles, controls, QC, accreditation scope, past work and current capacity. Supplying a field does not prove it true or sufficient.

Bind every capability claim to its exact scope

A general service label, facilities statement or accreditation badge is not enough to establish exact scope. Record the official accreditation body, entity, site, certificate validity and individual scope entry. Keep the material, measurand, procedure, instruments, software, controls, traceability and performance evidence explicit.

Historical work and current availability answer different questions. Past performance remains a dated historical record. A current-capacity declaration needs an as-of time, expiry or reconfirmation time, dependencies and reservation status; declared capacity is not reserved capacity or a success guarantee.

Expose evidence; route the decision to humans

Software may validate fields and dates, compare exact values, expose missing or conflicting records and preserve evidence provenance. It must not promote an approved-vendor flag into capability evidence, infer method or site equivalence, treat missing evidence as failure, or compute an overall trust, readiness or capability score.

Procurement, security, scientific, quality and operational reviewers make different bounded decisions. The accountable study owner decides whether to proceed, request more evidence, redesign or stop. A signature records who decided what, for which versions and when; it does not make the science correct.
